The Pauline K. Winkler Preschool/Early Intervention Program at The College of Saint Rose
is approved by the New York State Education Department to provide services for children,
ages birth to-5-years-old, with special needs.
The Winkler Clinic is part of an undergraduate and graduate degree program, which is
accredited by the American Speech-Language-Hearing Association (ASHA). As such,
we maintain high standards in the provision of comprehensive assessment and intervention
services. All professional services are provided using the most current techniques available.

 Preschool Clinic Philosophy: The Communication Disorders Department embraces a
philosophy of clinical service delivery that is consistent with the ethical standards, scope
of practice, and current standards of practice of ASHA. It is our goal to serve children and
their families in the most humane and effective manner possible and to ensure that our
students commit themselves to this fundamental clinical value. Our department strives to
foster the development of our students’ values to allow them to hold paramount the
well-being of clients and their families/caregivers. We believe that each child has an
autonomous nature and individuality is always considered when planning and implementing
therapeutic services. Family involvement is a primary emphasis of our program. Parental
input, needs, and concerns are consistently considered as we aspire to provide services
that respect the child’s cultural background and dominant language.

Services Offered: Assessment and intervention services are offered to families residing in
Albany County. The Winkler Clinic Preschool works closely with the Albany County Health
Department and also with several school districts’ Committees on Preschool Special Education
to assist in the identification of children with disabilities and in providing therapy to these
children. Early Intervention/Preschool programs include:

The Staff: Services are provided by professionals who are licensed and/or certified in their
area of expertise. For 34 weeks out of the year, student clinicians enrolled in the Communication
Disorders Program assist the child’s speech-language pathologist supervisor with the
assessment and therapeutic process.

Fees: These programs are offered at no cost to the parents for children who qualify through
their school districts according to New York State service eligibility guidelines. A combination
of federal, state, and county government funding supports this endeavor. If a child could
benefit from the programs but is not eligible according to State guidelines, services are available
through the Winkler Speech-Language-Hearing Clinic (on the campus of The College of
Saint Rose), on fee for service basis.
